    Street-Legal Equipment Checklist

    To register your cart for "Highway Use," it must be equipped with the following safety features:

    • Vision: A rearview mirror and reflectors.

    • Safety: A horn and a windshield (if it was manufactured or modified after June 17, 1998).

    🛵 Arizona Moped Registration

    In Arizona, mopeds are in a category of their own. They aren't titled like cars or motorcycles—they are only registered. This means the process is simpler, but the rules are very specific. EZ Title & Registration handles moped registrations at all our locations to get you on the road fast.

    Does Your Ride Qualify as a Moped?

    To be classified as a moped (and avoid being taxed and registered as a full motorcycle), your vehicle must meet all of these criteria:

    • Power Source: Primarily human-powered (pedals) but aided by a helper motor.

    • Engine Size: Maximum of 50cc (cubic centimeters).

    • Speed: A maximum rated speed of 25 MPH or less.

    ⚠️ The "Motorcycle" Trap: If your cycle is 49cc or larger but doesn't have pedals, or if it can go faster than 25 MPH, the MVD will likely classify it as a motor-driven cycle. In that case, you must title it as a motorcycle and follow all motorcycle equipment laws.

    The Rules of the Road

    • No Titles: Mopeds are not issued titles in Arizona. Because of this, you cannot record a lien (like a bank loan) against a moped.

    • October 31st Expiration: All moped registrations in Arizona expire on October 31st every year, regardless of when you first registered it.

    • Exemptions: Mopeds are exempt from emissions testing and do not need the same heavy-duty safety equipment required for motorcycles.

    If you just moved to Arizona but a bank or lender back home is still holding your title, you don't have to wait until the loan is paid off to get your tags. An Arizona Registration Only (ARO) allows you to register your vehicle here while the title remains in your home state.

    How the ARO Works

    An ARO is a "registration-only" record. You will receive Arizona license plates and a registration document, but you will not receive an Arizona Certificate of Title. The title remains in the state where the lien is recorded.

    Is your state a "Title-Holding" State? Arizona only allows an ARO if your home state is one where the lender (not the owner) physically holds the title. These typically include:

    • Kentucky, Maryland, Michigan, Minnesota, Missouri, Montana, New York, Oklahoma, and Wisconsin.

    To get your Arizona plates without the title, bring the following to any EZ Title location:

    3. Emissions Pass: If your vehicle is 5 model years or older, you must pass Arizona emissions testing first.

    5. Identity: Your valid driver license or government ID.

    Neighborhood Electric Vehicles (NEVs) are more than just fancy golf carts—they are specialized, eco-friendly machines with their own set of Arizona road rules.     What Defines an NEV in Arizona?
