Registration requirements vary by vehicle, location, emissions status and ownership record. Walk-ins are welcome for standard registration services.

Arizona registration due dates can fall on either the 15th or the last day of the month. Check your current registration or renewal notice for your actual expiration date. You do not need the renewal notice itself to renew.
How early can I renew?
No emissions test required
Eligible registrations may generally be renewed up to 6 months early.
Emissions test required
You may generally renew up to 90 days early. Complete the required emissions test first.
Late registration
The state late fee starts at $8, plus $4 for each additional month the registration remains overdue, up to $100.
02 New Purchase / Initial Arizona Registration Register a newly purchased vehicle while completing the title transfer
When you buy a vehicle, Arizona generally requires you to apply for title within 15 days. Title and registration are usually completed together.
Common documents
- Completed Title and Registration Application.
- Signed title, MCO or other acceptable ownership document.
- Lien release when applicable.
- Emissions compliance when required.
- Identification and any POA, trust, estate or lease documents needed for the transaction.
Insurance timing
Arizona requires liability insurance before a vehicle is operated on public roads. ADOT currently allows up to 30 days after registration for proof of Arizona insurance to be submitted to MVD.
03 Out-of-State Vehicle / New Arizona Resident Bring an out-of-state vehicle onto the Arizona title and registration record
For a standard out-of-state vehicle with complete ownership documentation, bring the original out-of-state title. If the title is being held by an out-of-state lienholder, your current registration may be used in qualifying situations.
ADOT’s general checklist
- Completed and signed Title and Registration Application.
- Out-of-state title, or registration when the title is held by a lienholder and the transaction qualifies.
- Lien clearance if applicable.
- Emissions compliance for vehicles subject to Phoenix/Tucson-area testing.
- Original or certified Power of Attorney from the lessor for a leased vehicle.
04 Duplicate Registration / Replacement Tab Lost, damaged or missing registration paperwork or decal
If your Arizona registration document or plate tab is lost, damaged or missing, a duplicate/replacement can be requested. A duplicate does not extend the expiration date; it replaces the existing document or tab.
What helps us find the record quickly
- Valid government-issued identification.
- Plate number, VIN or current/expired registration if you still have it.
- Authority documentation if you are acting for the registered owner.
05 Arizona Registration Only (ARO) Register in Arizona when an out-of-state lender is holding the title
When you move to Arizona but your vehicle is financed and the title is physically held by a lienholder in another state, Arizona may be able to create a Registration Only record instead of requiring the out-of-state title immediately.
When it can work
- The vehicle is still titled in another state.
- An active lien exists and the lienholder is holding the title.
- The prior state’s title-handling rules allow Arizona to process the registration-only record.
- Your out-of-state registration and other required documents are sufficient.
After the loan is paid and the title becomes available, the Arizona record can be reviewed for conversion to a standard Arizona title.
06 Trailer Registration Permanent and regular registration based on trailer use and weight
Arizona trailer registration is determined by commercial use and declared gross vehicle weight (GVW).
Permanent registration
- Noncommercial trailers at 10,000 lbs GVW or less generally qualify.
- Trailers over 10,000 lbs may also qualify under a different permanent-registration fee schedule.
- A PERM tab is issued and normal annual registration billing ends.
Not always permanent
- Travel trailers and camper/tent trailers are not eligible.
- Commercial trailers at 10,000 lbs GVW or less are not eligible for permanent registration.
- Special-plate fees can still be billed even when the registration itself is permanent.
07 Off-Highway Vehicle (OHV) Registration & Decal ATVs, side-by-sides, dirt bikes and other qualifying off-highway vehicles
Arizona’s OHV decal applies to qualifying vehicles designed primarily for unimproved terrain with an unladen weight of 2,500 lbs or less. The state decal fee is currently $25 per year.
Required safety course
Beginning January 1, 2025, at least one owner (or a representative of an organization) must complete Arizona’s Safe & Ethical Riding in Arizona course as required for OHV registrations/renewals during the current statutory implementation period. The course is completed one time, regardless of how many OHVs the owner has.
Choose how the vehicle will be used
Exclusively off-highway
Title, plate and OHV decal, but not registered for on-road use.
On-road use
Primarily off-highway or primarily on-highway vehicles can be registered for street use when the owner certifies the vehicle meets applicable equipment requirements. Insurance rules apply.
08 Golf Cart Registration Title and street registration for qualifying golf carts used on public roads
A golf cart used on Arizona public roads generally needs the appropriate Arizona title/registration record and liability insurance. The vehicle must also meet the applicable equipment rules for the type of road use requested.

09 Arizona Moped Registration Pedal-equipped mopeds up to 50cc and 25 MPH
Arizona defines a moped as a bicycle with operable pedals and a combustion-engine helper motor that is 50cc or less and has a maximum speed of 25 MPH or less.
- Mopeds are registered with MVD.
- Arizona does not issue a title for a qualifying moped.
- The current state registration fee is $5.
- Liability insurance meeting Arizona requirements is required for road use.
- A motorcycle endorsement is not required to operate a qualifying moped; any class of Arizona driver license is sufficient.
10 Neighborhood Electric Vehicle (NEV) Low-speed electric vehicles with special Arizona operating restrictions
Neighborhood Electric Vehicles are titled and registered as motor vehicles and qualify as alternative-fuel vehicles. They also have specific operating restrictions that must be permanently displayed to the driver.
Key Arizona restrictions
- An NEV may not be operated faster than 25 MPH.
- It may not be driven on a highway with a posted speed limit above 35 MPH.
- It may cross a higher-speed highway at an intersection.
- The required operating-restriction notice must be permanently attached or painted where the driver can clearly see it.
Electric vehicles are exempt from emissions testing. Current alternative-fuel plate and VLT rules can vary based on the vehicle’s existing record and when it first qualified for reduced VLT treatment.
Two things cause a ridiculous number of registration surprises.
Emissions and insurance are separate systems, but both can affect whether your vehicle stays legal after the transaction.
Phoenix and Tucson-area requirements depend on vehicle type, model year, fuel type, weight and where the vehicle is registered or regularly used. Vehicles five years old or newer, 1966 and older, and electric vehicles are among the common exemptions.
