Initial Registration Steps
To register a previously owned vehicle in Arizona for the first time, follow these steps:
Emissions Testing:
- If the vehicle is 5 model years or older, it must pass an emissions test.
- Testing must be done at a licensed inspection station. You’ll receive an inspection certification upon passing.
- Find a testing location near you through the Arizona Department of Environmental Quality (ADEQ).
Vehicle Identification Number (VIN) & Inspection:
- A VIN assignment and physical inspection may be required if the original VIN is missing or altered.

Complete the Application:
- Fill out the Arizona Vehicle Title and Registration Application form.
Visit Our Office:
- Bring the following documents:
- Completed title and registration application.
- Inspection certification from ADEQ (if applicable).
- Proof of ownership, which can include:
- Original Arizona title.
- Original out-of-state title.
- Current registration if you're still making payments.
- Bring the following documents:
Leased Vehicles:
- If your vehicle is leased, contact your leasing company for a state-to-state transfer packet.
- The leasing company will provide the required documents for registration.
