An Arizona Authorized Third Party (ATP) is a private company contracted and authorized by ADOT/MVD to perform approved MVD transactions. ATP staff use MVD systems, are trained to MVD standards and can create/update qualifying customer records in real time.

You still pay applicable state fees and taxes, and an ATP may charge a separate convenience/service fee. The advantage is additional locations, service options and a private-office alternative to a state MVD office.

We handle a broad range of Arizona MVD transactions, including:

Some specialized transactions must still be handled directly by ADOT/MVD or another agency.

Most standard title, registration, plate, permit, MVR and driver-license transactions are walk-in services.

Written and road tests can be scheduled through EZ Appointments. Road-test appointments are recommended so a testing time is reserved.

Off-site vehicle/mobile-home inspections use the separate EZ Inspection Portal.

It depends on the transaction, current customer volume and whether the MVD record presents anything unexpected. Straightforward renewals and replacements are generally quicker than bonded titles, imported vehicles, lien issues or transactions requiring research.

We intentionally do not promise a fixed “10–15 minute” completion time for every service. Bring the correct documents and we will move the transaction as efficiently as the actual record allows.

We accept cash and major debit/credit card payments, including supported contactless/tap payments. Dealer/business payment options can differ from retail transactions.

Your total may include state MVD fees, taxes, plate/permit fees and an EZ Title Authorized Third Party service/convenience fee. Card processing fees may also apply. Exact totals depend on the transaction and vehicle record.

The exact list depends on the transaction, but useful items commonly include:

• Valid government-issued identification.
• Original title, MCO/MSO, registration or other ownership document.
• Bill of sale or purchase documents when applicable.
• Lien release, Power of Attorney, trust/estate documents or lease documents when applicable.
• Emissions compliance if your Arizona registration requires it.

For specialized cases, use the relevant service page or bring all documents you have. The sheet you almost leave at home has a suspicious habit of being the one we need.

Arizona generally requires the buyer to apply for title within 15 days of purchase. A standard transfer normally starts with the signed ownership document, buyer identification and any lien or supporting documents required by the record.

Yes. Bring the original out-of-state title, or qualifying registration information when the title is being held by a lienholder, plus identification, lien/lease documents and emissions compliance when applicable.

Arizona liability insurance is required before you operate the vehicle on public roads. ADOT currently allows proof of Arizona insurance to be reported to MVD within 30 days after registration.

That reporting window is not permission to drive uninsured. Make sure coverage is effective before the vehicle is operated.

No. Arizona emissions testing is administered by ADEQ through the Vehicle Emissions Inspection Program. Use our Emissions Testing guide to determine whether your vehicle needs a test and find official testing stations/live wait times.

After the vehicle passes, the result is transmitted to MVD electronically and you can complete the applicable registration transaction with EZ Title.

If emissions testing is not required, ADOT allows renewal up to six months early. If emissions is required, renewal can generally be completed up to 90 days early after the emissions requirement is satisfied.

Maybe. A bonded title can be an Arizona option when normal ownership documents are missing or insufficient, but the correct process depends on the vehicle record, previous owner and any lienholder interest.

Start with the inspection and ownership/lien research. Do not purchase the surety bond first. The required bond amount is set only after the earlier steps establish the value and the transaction can proceed.

ADOT’s current Travel ID checklist requires:

• One proof of identity, such as an original/certified birth certificate or unexpired U.S. passport/passport card.
• Your complete Social Security number. ADOT generally does not require the physical Social Security card.
• Two Arizona residency documents from different sources showing your name and current residential address.
• Name-change documentation when your current legal name differs from the identity document.

No. Arizona still offers a standard non-Travel driver license/ID. However, since May 7, 2025, a standard Arizona credential by itself is not REAL ID-compliant for federal purposes such as TSA domestic-airport identity screening.

A valid U.S. passport or another federally accepted form of identification can be used instead, so Travel ID is optional unless you specifically want your Arizona credential to serve that federal purpose.

The Arizona permit test has 30 multiple-choice questions and requires a score of 80% or higher to pass. An instruction-permit applicant must be at least 15 years and 6 months old.

Arizona teens under 18 can also qualify for Permit Test @ Home through a parent/legal guardian’s AZ MVD Now account. Written tests are available at EZ Title; scheduling is available through EZ Appointments.

Yes. Road testing is available through EZ Title. We recommend booking at EZ Appointments to reserve a testing time.

If you use your own vehicle, it must be safe to operate and have valid registration and current liability insurance. Applicants under 18 have additional parent/guardian and permit-holding requirements.

Road-test rental vehicles are also available at participating EZ Title testing locations for an additional fee.

Yes, qualifying CDL services are available at the Tempe location, including knowledge testing, CLP processing, renewals/duplicates, transfers, medical-certificate updates and qualifying endorsements.

Arizona requires you to report an address change to MVD within 10 days. Updating the MVD address record does not automatically mean you need to purchase a replacement physical credential.

EZ Title can help with qualifying driver-license/ID address and replacement transactions.

Yes. EZ Title can process qualifying Arizona driver-license and ID replacement transactions. Additional documentation may be needed if you are also changing your name, credential type or other record information.

If you believe a stolen credential is being used for identity theft, report that concern to local law enforcement as appropriate.

Yes. Arizona offers more than 100 specialty designs, and many can also be personalized. Most specialty designs add an annual fee, and personalization generally adds a separate annual fee.

ADOT manufactures and mails the permanent specialty/personalized plate. If you just purchased a vehicle and still have the temporary paper plate, ADOT currently says to wait for the initial permanent metal plate before ordering the specialty plate.

Yes. Bring the current Arizona disability plate/placard application with the required medical certification. A portable placard belongs to the qualifying person and may be used in a vehicle when that person is the driver or passenger.

Arizona permanent disability placards do not expire. Temporary placards are valid for six months and require new certification if still needed after that period.

Yes. A damaged or unreadable Arizona plate can generally be replaced with the same number/letter combination. A lost or stolen standard plate receives a new number for security.

If the plate was stolen, ADOT instructs customers to report the theft to local law enforcement before requesting replacement.

Level I is Arizona’s basic vehicle-identity/VIN verification inspection. It is commonly used for transactions such as bonded titles, homemade vehicles/trailers, certain record corrections and other situations requiring vehicle verification.

Yes. Arizona MVRs include driver records and qualifying vehicle/title/registration records. The current MVD fee is $3 for an uncertified recent driver record and $5 for a certified five-year driver record, plus applicable ATP service fees.

Requests for another person’s protected information must meet the Driver’s Privacy Protection Act (DPPA) permissible-use requirements.
